Oberthur acquires Colombian service centre for EMV delivery expansion in Latin America

US provider of smart card based solutions Oberthur Technologies has acquired the payment card personalization assets of Dyetron, a provider of smart card-based technology services for the transportation, communications, government and financial sectors.

Oberthur Technologies and Dyetron entered an initial partnership in June 2009, in a bid to employ Dyetrons local presence and Oberthurs personalization system to create a service centre looking to assist with Colombias migration to EMV. Under the deal, Oberthur is now leasing the Bogota-based, MasterCard and Visa certified service centre. The service centre, which is set to operate under the name Oberthur Technologies, offers migration support for local banks and EMV deployment for international banks with customers in Colombia.

Colombias Superintendencia Financiera imposed a 1 January 2010 deadline for issuers and merchants to migrate to EMV- the global electronic transaction specification that outlines interaction between chip (smart) cards and merchant terminals to ensure worldwide inter-operability. After this deadline, the liability over fraudulent transaction rests solely on the party that has not yet upgraded to EMV - whether this is the issuer or the merchant.
