FSC to develop a cross-Strait online payment platform

The Financial Supervisory Commission (FSC) has revealed plans to develop a cross-Taiwan Strait online payment service platform to allow Taiwanese and mainland Chinese consumers to make cross-Taiwan Strait online purchases using three methods of online payment, including UnionPay cards.

According to the company, the new online platform will help Taiwanese small and medium sized enterprises to allow Chinese mainlanders to gain access to Taiwanese goods.

In January 2012, the FSC has already allowed domestic financial institutions to undertake acquiring-bank business for online transactions in Taiwan by using the UnionPay card. Following this approval, mainland Chinese consumers can now purchase online Taiwanese staple products and beauty-care products from Taiwanese e-commerce websites.

In addition, the FSC will allow domestic banks to establish transaction brokerage platform with mainland China’s online payment platform, which will enable mainland Chinese people to make cross-Strait shopping without using UnionPay cards. The FSC has already allowed E.Sun Bank to undertake such business. Mainland Chinese people will have to buy payment points from Alipay, a subsidiary of Taobao website, before purchasing goods online from Taiwanese suppliers. E.Sun Bank will afterwards collect payment from Alipay and then pay Taiwanese suppliers.

The FSC will also determine Financial Information Service to set up a cross-bank e-commerce online payment platform and allow Taiwanese banks to undertake “third-party payment” business.
