PayPal modifies customer identification program, amends privacy policy

PayPal is making changes to its customer identification program by adding to its Identity Authentication section that all buyers and sellers must agree to as part of the User Agreement.

According to the new version of the Section 2.3 of the User Agreement, PayPal users are required to authorize PayPal, directly or through third parties, to make any inquiries to validate their identity. This may comprise of asking for further information, including date of birth, a taxpayer identification number and other information that will allow PayPal to reasonably identify users, requiring them to take steps to confirm ownership of their email address or financial instruments, ordering a credit report, or verifying their Information against third party databases or through other sources. PayPal may also ask to see your drivers license or other identifying documents at any time. If users employ certain PayPal Services federal law requires that PayPal verify some of your Information. PayPal reserves the right to close, suspend, or limit access to Account and/or the PayPal Services in the event it is unable to obtain or verify this Information.

In addition, PayPal has decided to amend its privacy policy and recommends users to review the entire updated policy. The amended privacy policy will go into effect on 1 April 2012. The newly introduced changes include the way PayPal gathers information about users.

Most recently, PayPal has revealed plans to extend its initial pilot program at retailer store Home Depot by expanding into all the hardware supplier’s US stores.
